Flood Control Update | Xingyuan Group Is Fully Mobilized to Prepare for and Respond to Typhoon Lekima.

On August 9, 2019, the Guangrao County Meteorological Bureau issued a typhoon update: The outer cloud system of Super Typhoon No. 1909 “Lekima” will begin to affect our county starting from the night of the 10th. From the night of the 10th through the 13th, our county is expected to experience heavy rainfall, with locally torrential rain. In maritime areas, winds from the northeast will range from Force 9 to Force 11, and there is a possibility of storm surges.
In response to the notice from higher authorities on effectively carrying out typhoon defense work for Typhoon No. 9 “Lekima,” Xingyuan Group promptly forwarded the content of the notice. The Group has requested all its subsidiaries, departments, and divisions to attach great importance to this matter and strictly implement typhoon prevention and response measures. We have actively organized relevant staff into inspection teams to check flood-control facilities and equipment, the implementation of preventive measures at potential hazard sites, and the storage of flood-control supplies. This ensures comprehensive oversight of prevention efforts, thorough identification and inspection of potential hazards, enhanced emergency duty and information reporting, and a firm commitment to the principle that prevention is better than disaster relief. We must resolutely overcome any complacency or侥幸 mentality, guarantee safety during the flood season, and ensure that our typhoon defense work is carried out effectively.
Solidly carry out the preparation of flood-control equipment and supplies. We have stocked a variety of flood-control materials, including sand, woven bags, water pumps, communication devices, lighting equipment, and rescue gear, and have put in place comprehensive management, dispatch, and coordination measures. To ensure timely rescue operations in the event of a disaster, members of the flood-control emergency response team, material-handling workers, and transport vehicles are on standby at all times, ready to respond to dispatch instructions, thereby guaranteeing that emergency flood-control supplies can be quickly mobilized and effectively utilized when needed.
Strengthen emergency duty comprehensively. Key leaders shall remain at their posts, and the entire company shall strictly enforce the system of leadership on-duty during the flood season and the 24-hour shift system. We will enhance information reporting and promptly collect and submit reports on various flood-related situations. Closely monitor heavy rainfall events and make preparations in advance to effectively respond to intense downpours.
Typhoon prevention efforts ensure that responsibilities are assigned to specific individuals. Emergency response plans and dispatching procedures have been developed, and monitoring and inspection of critical areas in locations where materials are used and stored have been strengthened.
